Public Use of Rail Right-of-Way in Urban Areas

This effort reviews the circumstances under which freight railroads would be willing to share rights of way or relocate to enable use of key corridors for passenger rail or other public transportation purposes. The report documents shared use arrangements, best practices, interviews with Class I railroads, and relevant case studies.
